[Korea’s Agricultural and Fishery Policies Remerge after 12 Years]
Agriculture and fishery related functions within the government are to be swept under a single umbrella after being handled separately for more than a decade.
Merging of the two sectors will resolve dual policy issues while heightening policy efficiencies and is expected to speed up the cultivation of the food industry which has been promoted by the government since last year.
Agriculture-forestry and fishery functions had been separated in August 1996 with the establishment of the Ministry of Maritime Affairs and Fisheries (MOMAF).
The new government decided to create a combined ministry by merging the Ministry of Agriculture & Forestry (MAF) with partial functions of the MOMAF under the belief that promoting agricultural and fishery policies together is more efficient.
Introduced in 1948, MAF had been revamped into the Ministry of Agricultural & Fisheries in 1973 under similar reasons and was retagged as a Ministry of Agriculture Forestry & Fisheries in 1987, hence boasting “experience” in the joint operation of fishery and marine goods policies for twenty years.
Agriculture and fishery are the most primary industry, both needing massive government support and structured cultivation on industrial competitiveness unlike the manufacturing industry.
For realistic reasons, there are many nationals involved both in farming and fishery businesses, making it substantially difficult to unfold independent policies.
