Standards for ``electronic identification’’ of pets have been set up for implementation from this June so that dogs, cats and other animals can be registered for more effective protection and management.
According to the Ministry of Commerce, Industry and Energy Wednesday, the Korean Agency for Technology & Standards (KATS) has standardized radio-frequency identification (RFID) technology for pets which uses microchips for identification.
RFID is a relatively mature technology that has already been applied in many ways. For example, it is widely used for payment methods in large supermarkets.
One of the main components in the RFID system is an electronic microchip outfitted with the so-called tag, or a tiny antenna. It communicates information with a reader such as personal digital assistants (PDAs), which would in turn relay that information to a computer system or network.
A bio-capsule with an 8-millimeter-long, 2-millimeter RFID tag ― about the size of a grain of rice ― will be imbedded under the skin of a pet. In case the pet gets lost, vets or others who find them can read the information on the tag and reunite the pet with its owner.
A particular identification number would be given to each pet through the RFID tag, which would also contain basic information such as the owner’s address and telephone number as well as data on the animal’s medical records from birth.
``So the new system is expected to help the authorities track down the owners who abandon their pets or who do not vaccinate them properly,’’ a KATS official said. A number of owners have left their dogs and other pets on the streets in recent years amid economic difficulties.
Under the revised Law on Animal Protection that came into effect late last month, a mayor or head of a county can introduce a registration system for dogs owned by residents in their districts and owners should attach an identification tag to their dogs.
While the law did not introduce a full-fledged registration system for all animals nationwide, the system is to be expanded to other pets gradually.
Each local authority is working on the pet registration system. For example, the Seoul Metropolitan City has already decided to introduce the RFID system for pets from next year.
Officials from KATS expected that the new national standards for electronic identification will prevent confusion and expense that might be caused if local governments adopt different identification systems.
